Raben Principal Eduardo Soto advises corporate and nonprofit clients on lobbying and advocacy strategies, including congressional relations, regulatory procedures, outreach to third-party organizations, and coalition management. He finds the right message for campaigns and generates creative tactics to deliver that message to the intended audience.

Through Eduardo's leadership on tech policy issues, he has established trusted relationships with the private sector, advocates, and stakeholders, engaging on a range of matters, from data privacy to broadband access and digital equity, to algorithmic bias, content moderation, AI, and children's online safety. Working closely with a coalition of dozens of organizations, Eduardo helped coordinate a civil rights push to extend a crucial discount for broadband access to eligible low-income households across the country. He has maintained a constant focus on criminal justice reform throughout his career, lending his expertise and personal commitment to campaigns for federal cannabis reform and facilitating the introduction of historic legislation to end solitary confinement in the United States. Eduardo is also known for navigating bipartisan issues, whether advocating for debt relief on behalf of working families in Puerto Rico or through his work on behalf of the Wounded Warrior Project, helping to secure access to reproductive health care assistance — including in vitro fertilization — for critically wounded veterans.

While a staffer in Congress, Eduardo worked with Rep. Maxine Waters (D-Calif.) to strengthen and reintroduce a repeal of mandatory minimum sentences. He also coordinated a delegation visit from students affected by closures at a higher education institution seeking relief from crushing student loan debt. The Department of Education eventually extended to these and other students the ability to avoid repayment of certain loans.

Eduardo holds a bachelor’s degree in Communications, Legal Institutions, Economics, and Government from American University and a Juris Doctor from the George Mason University School of Law.
