New additions add years of advocacy, legal, government affairs, and entertainment-industry experience

Washington, D.C. – The Raben Group, the largest majority people of color, public affairs firm in the nation, announced today that Emily Chiang, Noelle Howey, and Tonya Veasey have joined the firm, kicking off 2022 with continued expansion designed to better serve our clients and elevate our values of giving voice, promoting inclusivity, and increasing representation. Chiang and Howey are the newest principals while Veasey has joined the ranks as a senior advisor.

Tonya Veasey will serve as a senior advisor to Raben, working on a range of client matters. Veasey previously served as the CEO and president of the Congressional Black Caucus Foundation, where, in collaboration with her Board of Directors and the representatives of the Congressional Black Caucus, she worked to amplify and ultimately expand the Foundation’s impact. As the president & CEO of OCG+, Veasey creates social impact programs designed to remove barriers, build bridges, create solutions, and solve problems in the corporate responsibility and diversity, inclusion, and equality spaces. For more than 25 years, she has counseled executives at Fortune 500 companies on public affairs, legislation, and community engagement.

Emily Chiang brings twenty years of advocacy and policy reform experience and has deep ties to many organizations working for social justice. Before joining Raben, Chiang served as a public policy manager with Facebook. Previously, Chiang was the legal director of the ACLU of Washington. She oversaw all litigation filed in Washington state and led the office’s legal strategy on everything from criminal justice reform to free speech, immigrant rights, reproductive freedom, LGBTQ rights, and racial justice. One of Chiang’s proudest achievements was leading the legal team that helped end the Trump administration’s ban on refugees.

Before joining Raben, Noelle Howey headed up the Cultural and Entertainment Advocacy team at Everytown for Gun Safety, the nation’s largest gun violence prevention organization. She led the Wear Orange campaign connected to National Gun Violence Awareness Day which grew sevenfold under her leadership. President Biden, Vice President Harris, President Obama, Lin-Manuel Miranda, John Legend, Vogue, Viacom, the Empire State Building, and the National Cathedral, and hundreds of thousands of Americans participated in this annual campaign. She oversaw the organization’s Creative Council with founder and chair Julianne Moore. Noelle also initiated and managed numerous high-level projects and programs, including Everytown’s documentary and film engagement; content creator outreach program, which provided counsel to scripted and unscripted programs on CBS, NBC, ABC, MTV, Fox, Netflix, and HBO, among others; and Moms Demand Action Book Club franchise.
