Case Study

First 5 LA

First 5 LA is California’s largest funder of early childhood programs, working to promote an integrated and coordinated system of services to strengthen families and improve childhood outcomes. The Raben Group supports First 5 LA in its advocacy for early childhood development and preschool resources at the federal level

Over the course of our work, Raben has helped First 5 LA articulate the policy issues that impact California’s children— from healthcare to immigration — and build a comprehensive and effective advocacy strategy around them. We work to build relationships with members of Congress, partners, and stakeholders, as well as to share best practices. We also provide regular technical assistance to members of Congress on First 5 LA’s behalf and represent the organization in DC-focused coalitions.

In 2017, when Congress was considering implementing Medicaid block grants and repealing the Affordable Care Act (ACA), we helped both First 5 LA and the larger group of First 5s in California understand the policy issues at hand and formulate a strategy to reach out to targeted members of Congress to advocate for maintaining Medicaid funding and the ACA.

First 5 LA and the other First 5s in California celebrated their 20th anniversary in 2018. In recognition of this milestone, Raben supported First 5 LA in bringing together First 5 leaders from across California to DC for the First 5s’ inaugural advocacy day. Raben helped the First 5s coordinate lobby visits with the California delegation, plan a 20th Anniversary Reception, and conduct briefings to highlight First 5s’ thought leadership on all-things early childhood. Through these events, the First 5s meaningfully engaged with their partners and informed policy-makers on how their federal decisions directly impact local the communities.

We’re proud that our work helped to showcase the First 5s not only as California’s early childhood community advocates but as national leaders in this space.
