Donald Walker

In his role as the chief operating officer for The Raben Group, Donald Walker provides vision and leadership to the firm’s business operations, talent management, strategic planning, client service delivery, and special initiatives. A strategic and innovative senior-level executive with experience in operations, organizational effectiveness, human resources management, business development, and higher education, Donald translates vision into skill development and business growth.

Before joining Raben, Donald was the chief operating officer for DC Green Bank, where he managed and implemented operational and organizational effectiveness plans for the organization. He also led the organization’s strategic planning, human resources, marketing, information technology, DEI, and administrative programs. In addition, Donald developed the bank’s organizational structure and long-term staffing plan. He also built and managed a budget of over $125 million, including capital deployment, commercial lending, financial targets, forecasting, and operations. Before DC Green Bank, Donald was the managing partner of Human Resources Contract Staffing Solutions with the Lucas Group. He managed the inaugural Human Resources contract staffing and consulting practice there for the Northeast region. Donald previously served as a branch manager at a boutique staffing firm, where he served on the company’s leadership team, managed the Washington, D.C., branch, and serviced creative and marketing technology staffing nationwide. He also previously served as senior branch manager & interim area manager with Kelly Services, Inc. Donald began his operations and human resources career working in higher education at Towson University, Virginia Tech, and the University of Delaware.

Donald is an adjunct professor at Towson University’s College of Business and Economics. He is an active member of the Society for Human Resource Management and sits on the Surrattsville High School Alumni Board and The Perry School’s Board of Directors. Donald received his master of business administration with a focus on Leadership and Organizational Learning from the University of Baltimore’s Merrick School of Business, a master’s degree in Counseling in Higher Education from the University of Delaware, and a bachelor’s degree from Towson University. Outside of work, Donald spends his time traveling to new countries, trying and cooking new foods, hanging out with family and friends, and binge-watching a good new series.
